Oman admits Libya citizens on better terms if they already hold certain visas or residence permits of other countries:
Oman: 14 days entirely visa-free for holders of valid visas/residence permits of the US, UK, Canada, Schengen, Australia or Japan and for GCC residents (longer stays via e-visa).
