Oman admits North Korea citizens on better terms if they already hold certain visas or residence permits of other countries:
Oman: 14 days entirely visa-free for holders of valid visas/residence permits of the US, UK, Canada, Schengen, Australia or Japan and for GCC residents (longer stays via e-visa).
Entry details
Holders of a North Korea passport need an e-visa, applied for online when visiting Oman. The North Korea passport currently ranks #188 of 199 worldwide, with 40 destinations reachable visa-free or via visa on arrival / eTA.
Oman is middling in how freely it admits visitors, admitting 81 of the world's 198 other passports without a prior visa; its own passport ranks #107 with 83 open destinations. The relationship isn't symmetric: North Korea travellers get easier access here than Oman citizens get in return (visa required).
In the opposite direction, Oman citizens travelling to North Korea face: visa required.
How to get the e-visa
Official Oman e-Visa portal (Royal Oman Police) ยท fee: from OMR 5. Applying directly through the government portal is always the cheapest option.
